In a press release dated 2 October 1996, John Taylor, Deputy Leader of the Ulster Unionist Party (UUP), criticized the British Government for allegedly capitulating to the demands of the Irish Government and Sinn Féin/ PIRA [sic]. Taylor expressed concern that the British Government's actions were driven by the Irish Government's electoral considerations rather than fostering a democratic and violence-free negotiation process. He condemned the proposal to transfer decommissioning decisions to a special committee, arguing it would grant nationalists, particularly the SDLP, a veto over the process, which the UUP finds unacceptable. Despite these criticisms, Taylor stated that the UUP is willing to negotiate on the three relationships and accept Sinn Féin's participation in plenary sessions upon the establishment of a genuine ceasefire, but insisted on mutual decommissioning by loyalist and republican paramilitaries as a prerequisite for further engagement.
