The Talks Bulletin dated 15 October 1996, details the bilateral discussions held with the DUP, UKUP, and SDLP regarding the agenda for the opening plenary session. The SDLP initially presented a proposal that addressed concerns about decommissioning, which was later agreed upon after further negotiations. The DUP insisted that all proposals be open for discussion and raised procedural objections, but eventually, a compromise was reached to prioritize decommissioning. Despite filibustering by the DUP and UKUP, the agreed agenda allowed for the timely discussion of decommissioning, highlighting the proactive leadership of the UUP and the minimal differences between the final agenda and previous proposals.
