During a Proximity Talks meeting on 11 March 1996, between the Ulster Unionist Party (UUP) and the Irish Government, key issues surrounding the peace process in Northern Ireland were discussed. David Trimble and other UUP members emphasized the need for clear agendas and the continued exclusion of Sinn Féin (SF) from negotiations unless a ceasefire was in place. John Bruton and other Irish officials acknowledged the challenges of getting SF to agree to decommissioning and discussed potential legislative measures to facilitate the process. The UUP stressed the importance of decommissioning as a prerequisite for talks and expressed concerns about SF's commitment to the democratic process. The Irish Government reiterated its efforts against terrorism and the need for broader cooperation. Both parties recognized the complexities of the negotiation process and the necessity of building trust within Northern Ireland. The meeting concluded with an agreement to continue discussions outside the framework of the Anglo-Irish Agreement to advance the peace process. The document was summarized by David Kerr, PA to David Trimble, on 12 March 1996.
