This document, identified as Annex C1 of the strand one subcommittee report, authored by the Alliance Party, outlines their perspective on the use of weighted majority voting and threshold votes within the Northern Ireland Assembly. They propose a 70% majority requirement for the appointment of the Speaker, ratification of the panel of Chairmen, and for contentious legislation, to ensure a balanced and fair decision-making process. This requirement could be triggered by the Business Committee or a petition from 30% of the Assembly members. Additionally, the Alliance Party suggests that legislation passed by the Assembly could be referred to a proposed panel or the Westminster Parliament by a similar petition, and that departmental estimates and committee decisions should also be subject to these weighted majority and threshold mechanisms.
