The document titled 'Procedural Guidelines for the Conduct of Strand Two' outlines the responsibilities and operational procedures for the independent Chairman presiding over meetings in Strand Two of the Brooke-Mayhew negotiations (1991). The Chairman is tasked with ensuring orderly conduct, facilitating full discussion, and aiming for consensus among the participating Delegations, which include the two Governments and four Northern Ireland parties: Alliance, SDLP, UUP, and DUP. A Business Committee, comprising the Chairman and a designated member from each Delegation, will assist in day-to-day responsibilities and facilitate communication. The guidelines emphasize private proceedings, the Chairman's authority over meeting logistics, and the requirement for all remarks to be addressed to the Chairman. The Chairman's procedural rulings are final, and a record of proceedings will be maintained and approved by the Business Committee. Any changes to these rules require unanimous agreement from all participating Delegations. Additionally, it is agreed that no decisions in any strand will be final until there is an overall agreement in the talks.
