In a press release, The Ulster Unionist Party (UUP) announced a significant achievement in the multi-party talks at Stormont by securing the adoption of a new set of procedural rules. The UUP emphasized that the new rules, which they viewed as being largely based on their proposals, replaced the majority of the guidelines initially set by the British and Irish Governments on 6 June which they argued would have imposed a nationalist agenda. The new rules ensure that all decisions are made by the agreement of the participants, removing any fallback position that could force a decision. The role of the Chairman has been limited to facilitating the participants' views, with the Business Committee playing a strengthened role in coordinating the negotiations. The UUP credits David Trimble's leadership for this outcome, which they believe restores the sovereignty of the process to the elected participants.
