In a letter from David Trimble to Sir Patrick Mayhew dated 24 February 1997, the UUP leader addresses the ongoing discussions regarding the mechanisms for decommissioning in the peace talks. He notes that despite a series of meetings, there has been little progress in reaching an agreement on this issue, which remains separate from the broader talks and the critical matter of Sinn Féin's entry terms. Trimble recalls a paper from October 1996 outlining necessary steps, including the nomination of the International Verification Commission, enactment of enabling legislation, and creation of decommissioning schemes. He emphasizes that while there has been progress on the legislative front, it is now crucial to nominate the Verification Commission to demonstrate tangible progress to the public.
