In a letter dated June 1996, Sir Patrick Mayhew, Secretary of State for Northern Ireland, and Dick Spring, Tanaiste and Minister for Foreign Affairs, informed David Trimble MP of the arrangements for the upcoming negotiations set to begin the following Monday at Castle Buildings in Belfast. The letter outlines that the opening plenary session will start at 14.00 and mentions that the Talks Administration unit will provide further details regarding access and other logistical matters. Enclosed with the letter are several documents prepared by the British and Irish Governments, including a scenario for the opening plenary session, procedural guidelines for substantive multi-party talks, and a draft agenda for these negotiations, with the list of Strand One issues suggested solely by the British Government. The letter concludes with an expression of anticipation for the upcoming meeting.
