In a report to the [review] plenary on 2 December 1997, the Chairmen provided an overview of the activities of Strand Two and the Liaison Subcommittees on Decommissioning and Confidence Building Measures. Strand Two held six full sessions between October 7 and 10 November focusing on a comprehensive agenda without seeking agreement on specific items, and included intensive bilateral consultations in mid-November. The Liaison Subcommittee on Decommissioning met three times, discussing the Initial Report of the Independent International Commission on Decommissioning but reaching no general conclusions. The Liaison Subcommittee on Confidence Building Measures, which also began on 8 October agreed to biweekly meetings addressing five key issues, with the December 1 discussion on prisoners revealing a range of views.
