The Ulster Democratic Party (UDP) submitted a revised proposal for the remainder of the Opening Plenary to General de Chastelain, Chairman of the Business Committee, on 31 July 1996. The proposal remains largely unchanged from their previous submission on 25 July except for the suggestion to prioritize 'Opening Statements' as the first agenda item. This adjustment is recommended to allow participants to articulate their views and positions on key issues such as decommissioning and the comprehensive agenda, especially after a six-week break in the talks. The proposed agenda includes discussions on the International Body report on decommissioning, methods to progress decommissioning alongside negotiations, and the adoption of a comprehensive agenda and proposals to address decommissioning, concluding with remarks by the Independent Chairman.
