The minutes from the fourteenth meeting of Strand One on 23 March 1998, chaired by Mr Murphy, document discussions among various political parties including Alliance, Labour, NIWC, PUP, Sinn Féin, SDLP, UDP, and UUP. The morning session featured a presentation by Rt. Hon Ron Davies MP, Secretary of State for Wales, who discussed the Welsh experience of devolution, emphasizing the democratic deficit and the structure of the Welsh Assembly. The afternoon session focused on the Government's Strand One Synthesis Paper, with parties expressing diverse views on power-sharing, the structure of the Assembly, and voting mechanisms. Mr Murphy concluded the meeting by suggesting the Business Committee consider moving negotiations into bilateral and multilateral formats and allocate time for further discussions on the British Government's Criminal Justice and Policing Papers.
