Paul Murphy, in his report to the Review Plenary on 2 December 1997, summarized the discussions held in Strand One of the negotiations since October 7. The participants engaged in round-table meetings and bilateral discussions, with most delegations showing interest in the proposals from 1992 and the British Government's 1995 paper, 'A Framework for Accountable Government,' while also suggesting improvements. There was significant agreement on establishing an elected institution in Northern Ireland with proportional representation and executive powers distributed among representatives of both main community sections, though opinions varied on legislative functions and checks and balances. Murphy noted the presence of many new ideas, which had not yet been fully discussed multilaterally, but expressed confidence that agreement on Strand One issues could be reached within a broader settlement.
