In a statement dated 14 November 1997, the Ulster Unionist Party (UUP) expressed significant disappointment and concern regarding the joint proposals in the Consultation Paper 'Strand Three A NEW AGREEMENT' by the British and Irish Governments. The UUP criticized the proposals for their reliance on the Frameworks Documents, which they view as politically imbalanced and unacceptable to Unionists. They emphasized the principle of consent, asserting that it should be determined solely by the people of Northern Ireland, without being contingent on the Republic of Ireland's wishes. Additionally, the UUP proposed the establishment of a Council of the British Isles to address the totality of relationships within the British Isles, and expressed support for incorporating the European Convention on Human Rights into domestic law, while rejecting the idea of an All-Ireland Charter or Covenant.
