The memorandum from the Independent Chairmen, dated 27 November 1996, and signed by General John de Chastelain, Senator George Mitchell, and Prime Minister Harri Holkeri, invites all participants in the Northern Ireland peace negotiations to submit their written comments by 10.00 on Monday 2 December 1996. The document seeks input on several procedural questions regarding the rights of participants to table motions, including whether there should be a specific time limit to guarantee a vote and how to prevent delays from effectively denying these rights. It also asks whether distinctions should be made for motions not relevant to the matter at hand and invites comments on the rights of participants to offer amendments to motions, including the number of permissible amendments and the order of voting on them.
