The Ulster Unionist Party (UUP) proposes the establishment of a Council of the British Isles, which would include the British and Irish Governments, representatives from the Northern Ireland Assembly, the Scottish Parliament, the Welsh Assembly, and potentially the regional administrations of the Isle of Man and the Channel Islands. The Council would focus on fostering mutual cooperation on issues such as environmental, agricultural, and fishing matters, emphasizing pragmatic considerations over political agendas. It would have a flexible structure with provisions for various levels of meetings but would not possess any direct executive functions. Instead, it would serve as a forum for discussion and agreement, with any resulting actions or agreements being the responsibility of the respective governments or regional administrations involved. [This document is an Appendix of the UUP paper on Strands Two and Three - Establishing an Ulster Unionist Position, dated 20/01/1998, a handwritten note on the first page dates this document from January 1998]
