The memorandum from the Independent Chairmen, dated 2 October 1996, informs participants of a renewed interest from the Business/Economic Group to meet with representatives of political parties involved in the multi-party talks. The meeting is scheduled for 7 October 1996, with invitations to be sent by Sir George Quigley on behalf of the Business/Economic Group. The Independent Chairmen clarify that their role is merely to convey messages and that the meeting is not part of the official talks process, but is facilitated due to the significant economic interests represented by the group.
