The British Government issued a statement clarifying its recent interactions with John Hume regarding the potential for a new PIRA ceasefire. Hume suggested that a permanent ceasefire could be achieved if the Government clarified its stance on several issues, including the nature of the Belfast talks, decommissioning, and future confidence-building measures. The Prime Minister [John Major] reiterated the Government's openness to a new ceasefire but expressed scepticism about its credibility. He emphasized that there would be no policy changes or negotiations with Sinn Féin to secure a ceasefire. The Prime Minister provided Hume with a possible restatement of policy in July and a revised text in November, reflecting the Government's position in light of ongoing PIRA attacks. The attached Government text outlines a fair and balanced position, stating that Sinn Féin's participation in the talks depends on the PIRA's unequivocal and lasting ceasefire declaration and commitment to peaceful means. The Government stressed the importance of the Mitchell principles and indicated that inclusive talks should proceed as soon as possible, but if Sinn Féin excludes themselves, the talks will continue without them.
