In a document dated 26 November 1996, Ken Maginnis details a trilateral meeting held on November 25 between the Ulster Unionist Party (UUP), the Social Democratic and Labour Party (SDLP), and the Alliance Party of Northern Ireland (APNI). During the meeting, the UUP emphasized the necessity of initiating the Disarmament and Verification Process by immediately establishing a Commission designate. The SDLP expressed a desire to proceed with the 3-strand Process concurrently with any agreement on the UUP's proposal, while the APNI showed willingness to advance on this basis. The UUP outlined the perceived role of the Disarmament and Verification Commission designate, suggesting it was crucial for preparing proactive measures following the passage of enabling legislation. This Commission would ensure continuity of activity and serve as a Confidence Building Measure (CBM). The UUP also discussed practical matters such as logistics, communication networks, liaison with police and security services, and technical requirements. The role of a Liaison Committee was also considered, focusing on disarmament methodology, weapon categorization, and developing a liaison strategy. The meeting concluded with an understanding among the parties to liaise informally to define an agreed way forward.
