Paul Murphy, MP, in a communication dated 30 January 1998, addressed to the participating political parties, outlines the agenda for the upcoming Strand One meeting scheduled for 2 February 1998. The attached papers for discussion include institutional arrangements, the functions of the Northern Ireland Departments and the Northern Ireland Office, the operation of the Additional Member System of proportional representation in elections to the Scottish Parliament and Welsh Assembly, and the draft minutes of the previous meeting held on 19 January 1998. Murphy suggests that the meeting be held in a committee room on level 5 at 10.00 AM in a two plus two delegation format.
