The minutes from the first Strand Three Liaison Meeting on 28 October 1997, jointly chaired by the Secretary of State for Northern Ireland and the Minister for Foreign Affairs, document the initial discussions under the new liaison arrangements. The Secretary of State welcomed participants and emphasized the importance of consultation with the parties, inviting their views on principles and requirements for a new agreement, including self-determination, constitutional issues, and new institutional designs.
