In a press release dated 2 February 1998, SDLP negotiator Sean Farren criticized Sinn Féin for refusing to support proposals for new shared institutions in Northern Ireland. Farren emphasized that the creation of new institutions in the North is essential for establishing a North-South Council, as the council's northern membership would be drawn from these institutions. He argued that Sinn Féin's stance either obstructs progress deliberately or fails to acknowledge reality, and he stressed the importance of learning from past grievances without letting them hinder future agreements. Farren called for building new political institutions that involve representatives from all communities based on their electoral mandates, condemning both Sinn Féin's and Unionists' refusals to support shared governance structures as a failure to honor their commitments to the peace talks.
