In a presentation to the Plenary session of the Stormont Talks on 23 September 1997, Ken Maginnis, from the UUP, issued a Notice of Indictment against Sinn Féin/ PIRA [sic]. Maginnis argued that Sinn Féin is unqualified to participate in the talks due to its strategic and active commitment to the 'Armalite and Ballot Box' philosophy, linking its delegates directly to the PIRA. He cited statements from various political figures, including British and Irish government officials, to support his claim that Sinn Féin and the PIRA are inextricably linked and that their presence undermines the democratic process. Maginnis emphasized the need for total disarmament of all paramilitary organizations and criticized the British and Irish governments for allegedly ignoring the reality of Sinn Féin's connections to the PIRA.
