In his opening statement for Strand Two on 6 July 1992, the Secretary of State emphasized his role as a participant rather than a chairman, underscoring the importance of facilitating agreement among the Talks participants. He outlined the UK Government's flexible stance, noting that while they have no specific blueprint for Strand Two, any acceptable outcome must be agreeable to all participants and the people of Northern Ireland. The Secretary of State highlighted the goal of returning political power to locally accountable institutions within a framework that fosters mutual understanding and cooperation on the island of Ireland, while maintaining the unique relationship between the UK and Irish Governments. He stressed the importance of addressing constitutional issues and achieving a consensus that acknowledges Northern Ireland's current status as part of the UK, with any future changes contingent on the consent of the majority in Northern Ireland.
