The Ulster Unionist Party (UUP) document dated 12 November 1996, outlines their stance on decommissioning as part of the peace process. The UUP, along with other participant parties, emphasizes the necessity of removing illegally held arms and explosives from society, overseen by a Disarmament and Verification Commission established through legislation in both Westminster and the Dáil. The document stresses that achieving peace requires a permanent end to paramilitary violence and that parties must demonstrate a tangible commitment to peaceful methods and democratic processes to participate fully in the talks. The UUP's decommissioning proposals include a universal and permanent end to violence by all parties associated with paramilitary organizations, with specific emphasis on Sinn Féin/ PIRA [sic] adhering to the Six Principles from the International Body's report. They call for Sinn Féin/ PIRA [sic] to begin decommissioning significant amounts of arms and explosives before being admitted to substantive negotiations. The UUP insists that the decommissioning process should be independent of political negotiations and must continue regardless of their progress. They propose that structures and methodologies for decommissioning be established prior to substantive negotiations, with enabling legislation enacted by the UK and Irish governments. All agreements on decommissioning made before the launch of substantive negotiations should be binding on all current and future participants.
