The Strand One Secretariat has circulated an information paper to participants detailing the anticipated coordination between devolved regional governments in Wales and Scotland and the UK Government. The paper, which follows a seminar addressed by Rt Hon Ron Davies MP, outlines the current thinking on the roles of devolved institutions in formulating the UK's negotiating stance on European Union matters and their input into policy-making on reserved matters. It emphasizes the creation of concordats to guide administrative cooperation and information exchange between central and regional governments, although these will not create legal obligations. The document also discusses the involvement of devolved entities in EU matters, the handling of disputes between regional and central governments, and the drafting of concordats, which will ultimately require Assembly approval.
