The Ulster Unionist Party (UUP) sent a memo to the Irish Government on 8 July 1997, expressing concerns about the definition and assessment of a genuine ceasefire. The UUP emphasized the need for a complete, permanent, and universal end to violence and questioned the proposed six-week period for assessing the ceasefire's quality. They also highlighted the necessity for parallel disarmament and criticized the ambiguity in the committee's role regarding decommissioning, stressing that the committee should only serve as a conduit for information. The memo called for immediate operationalization of the Verification Commission and clear commitments from Sinn Féin to disarmament and the absence of violence, urging better understanding and cooperation between the UUP and the Irish Government to facilitate progress on sensitive issues.
