Ken Maginnis, MP, in a document dated 26 January 1997, discusses the relief felt by Ulster Unionists following Bob McCartney's retraction of his demand to expel the UDP and PUP from the political talks process. Maginnis suggests that McCartney's change of heart is likely influenced by the upcoming general election rather than a genuine desire to support the Loyalist cease-fire efforts led by Irvine and McMichael. He notes the lack of public sympathy for McCartney's previous stance and highlights McCartney's recent statement that Sir Patrick Mayhew should address compliance issues regarding the Entry to Negotiations Act. The Ulster Unionists had previously written to Sir Patrick Mayhew, emphasizing his role as the final judge on security matters and urging him to provide a report on the state of paramilitaries to facilitate an informed comparison of PIRA/Sinn Féin [sic] activities and the CLMC cease-fire.
