In a letter dated 13 March 1996, David Trimble addresses Sir Patrick Mayhew, expressing his party's position on the proposed electoral methods, transition to negotiations, and the role of an elected Forum as outlined in a Consultation Document. Trimble suggests that the Forum should be allowed to convene and receive submissions irrespective of negotiation schedules and emphasizes the importance of majority ratification for democratic operation. Trimble also highlights the necessity for unrestricted communication between the Forum and the negotiating body to ensure a comprehensive settlement, with the negotiating body ultimately determining what is presented to the Forum for ratification.
