The draft of the Northern Ireland Firearms Amnesty Bill outlines provisions for the handing over or destruction of firearms and explosives in Northern Ireland. The draft bill would authorizes the Secretary of State to create and amend schemes to facilitate this process. The schemes may vary for different cases and must be presented to Parliament before implementation. The bill stipulates that no legal proceedings can be initiated for offenses covered under the scheme if they meet specified conditions, except for offenses committed more than fifteen months after the Act's commencement. Additionally, items handed over and the results of their examination are inadmissible in criminal proceedings. The definitions of 'explosive' and 'firearm' align with the Explosives Act 1875 and the Firearms (Northern Ireland) Order 1981, respectively. The Act, cited as the Northern Ireland Firearms Amnesty Act 1995, does not affect any existing powers or discretion regarding criminal proceedings.
