The draft procedural motion for the plenary session reaffirms the commitment to the negotiation procedures established in the rules agreed upon on 29 July 1996. It notes the intention of the two Governments to submit any agreed outcome for public approval via referendums in both Northern Ireland and the Republic of Ireland before parliamentary ratification and implementation. The motion acknowledges the appointment of General de Chastelain as Chairman of the Independent Commission on Decommissioning, with Senator George Mitchell joining as Joint Chairman of strand two, and commits participants to work towards the decommissioning of paramilitary weapons. It also invites the Independent Commission to report any non-compliance by participants and launches the three-stranded negotiations, establishing a Committee of the Plenary and two subcommittees as outlined in the joint paper by the two Governments.
